Portions of east Tennessee, including the following counties, Carter, Johnson, Sullivan, Unicoi and Washington and southwest Virginia, including the following counties and independent city, City of Bristol, Scott and Washington.

Until 400 PM EDT.

* IMPACTS...
Flooding of rivers, creeks, streams, and other low-lying and flood-prone locations is imminent or occurring. It will take several hours for all the water from these storms to work through local drainage systems in urban areas.

* ADDITIONAL DETAILS...
- At 121 PM EDT, trained weather spotters reported heavy rain in Reports of rising water near homes has been reported near Bluff City. due to thunderstorms. Flooding is ongoing or expected to begin shortly. Between 2 and 4 inches of rain have fallen.
